One way to determine if a program is a scam or not is to check reviews about the program using google, yahoo or msn. It pays to make a research first before you venture into anything so you won't put your efforts, and money to waste.
To be safe, always join affiliate programs that are free. Unless you are convinced of the legitimacy of the program, do not spend a penny. If you are to spend money always weigh the benefits and the disadvantage of joining the program and your chances of getting back your money with interest in a reasonable time.
